
I am very much looking forward to the 10th Japan-Taiwan Strategic Dialogue being held in Fukuoka, where China (then Mongol) invaded Japan twice in 1274(Battle of Bun’ei)and 1281 (Battle of Koan).
The number of troops on the Mongolian side who participated the first invasion, was approximately 40,000, and the number of those who died in the battle was 13,000.
The Second Invasion lasted about a month, and 100,000 Mongolian troops and 7,000 Goryeo troops were killed or drowned, and 20,000 to 30,000 were taken prisoner out of approximately 400,000 troops participating.
On the Japanese side during the Second Invasion, 250,000 to 400,000 troops fought, but the descriptions in documents are inconsistent. The number of troops killed in action is, of course, unknown.
I decided to hold the event in Fukuoka, the place that was invaded by a foreign country for the first time in Japan's history, due to concerns about the trends
and influence of the Xi Jinping administration in its third term, and because the People's Liberation Army of China was entering a "new era."
This is because I wanted the members of the Taiwan Strategic Research Association visiting Japan to learn what was happed in Fukuoka, which was invaded by China (Mongol).
The 8th and 9th Japan-Taiwan Strategic Dialogue was a scenario study (wargaming) of Chinese aggression in a gray zone situation. However,
the 10th Strategic Dialogue followed the previous format of the 7th:presentations by participants followed by questions and answers.
The theme of the 10th Dialogue is China's information warfare and psychological warfare against Japan and Taiwan in gray zone situations, and their effects will be discussed, i.e.
The Reality of China’s Information Warfare and Cognitive Warfare in session1, and The Impact of China’s Use of Gray Zone Operations in session 2.
It is hoped that by comparing the impact of China's gray zone operations against Japan and Taiwan, we will be able to explore the essence of gray zone operations.
In addition, a special session will feature The Ukraine war, U.S.-China relations, and Changes in the World Structure and experts from both Japan and Taiwan will express their opinions on how to understand this turning point
in the major changes in today's international security environment.
Taiwan has been in a gray zone situation since the end of the World War II, and what kind of gray zone operations will the third term of the Xi Jinping administration,
which is said to be in a "new era," carry out in the future? This is a concern not only for Japan and Taiwan but also for the world.
Cooperation between Japan and Taiwan will be important in order to increase deterrence against China imposing its will on other countries during peacetime gray zone situations.
I hope that the fruitful results of the 10th Japan-Taiwan Strategic Dialogue will be utilized to stabilize the security environment in East Asia. (November 9, 2023)
